Developed feasibility studies, cost/benefit analyses and implementation strategies for document image processing systems for Eli Lilly Pharmaceuticals, Wyeth-Ayerst Laboratories and the State of Delaware Division of Revenue. Performed feasibility and needs assessment, data collection and analysis, functional requirements definition, development of RFP's to be sent to potential vendors, and evaluation of vendor proposals. Interviewed client staff ranging from records clerks to senior managers, observed operations and performed functional analysis of existing records and document management systems. Contributed to the development of recommendations made to clients.

Developed Information Systems standards for mainframes, PCs, portables and networks. Worked with BMPC team to establish standards for operating systems and application software. Resolved conflicting standards with Indianapolis and Mannheim locations. Formulated operating procedures for project management, security, support services and disaster recovery. Wrote Information Technology Standards publication for distribution throughout company.
Developed Boehringer Mannheim User's Guide, a publication for end users explaining basic technology concepts and their application at BMPC. Publication also provides basic instruction for Windows, word processing, e-mail, time accounting, terminal emulation, PCs and portables.

Reviewed use of Macintosh based imaging system purchased to aid Intermediate Unit with managing curriculum vitae of education specialists, teaching staff, student records, etc. Recommended revised indexing system. Recommended alternate sources of support.

Reviewed request for proposal (RFP) for document imaging system authored by Intermediate Unit’s information technology staff. Made recommendations for provding more specific data with regard to expected system functionality. Discussed Intermediate Unit’s calculations for network capacity, storage requirements and document conversion strategies.

Provided data gathering and analysis for image enabling existing Oracle-based system used for litigation support and claims handling in organization founded to settle asbestos exposure claims. Developed functional and technical specifications encompassing document capture, indexing, search and retrieval, image display and manipulation, storage, distribution, system administration and security requirements. Identified toolkits that met requirements and recommended sources for contract programming services capable of building system to spec using imaging toolkits. Wrote RFP for comprehensive document management system. Evaluated RFP responses and aided in vendor selection.

Performed imaging feasibility and needs assessment for the following departments: City Clerk’s Office, Public Works, Planning & Zoning, Procurement, Building, Legal, Human Resources, Risk Management and Labor Relations. Identified present costs and potential cost savings possible with document imaging and document management. Provided cost/benefit analysis, configuration cost estimate and implementation strategy. Provided gap analysis, highlighting City resources and skills to be developed for successful document imaging. Wrote Request for Proposal.
